INTOLERANCE IS THE MOST PREVENTABLE CAUSE OF INEQUALITIES!
It is very simple to operate, a sign at the entrance of the venue advising customers of the "house rules" is all it takes. There is no need for enforcement officers as it is self controlled and led by market forces thus reinstating control of the business back to where it belongs and choice to to both the business owner and consumer.

Surely it is hard for each place to have different rules? Would hat ever work in the U.K ?
Would we have different rules in counties or towns or what ?
