Like shopkeepers and the police. And others. Many outside government believe that plain packaging guarantees nothing but increased trafficking of illegal cigarettes: whether traded illegally or actually counterfeit.

I have no doubt that you are aware that Malevolent Milton has extended the consultation for another month. Her reason seems to be, "To give people more time to make their views known" By that reasoning, why not extend the period for another ten years?
Alternatively, she could try telling us the real reason.
